In August 2014, the Barstow Police Department Street Enforcement Team initiated a narcotics investigation at a residence in the Lenwood area of Barstow at 25403 Bejoal Street. During the investigation Detective Jarell Gilmore learned that drug sales were occurring at the residence and identified the residents as Jesse Gutierrez and Theresa Morales. Detective Gilmore obtained a search warrant for the residence and the suspect’s vehicles.
On September 3, 2014, Patrol Officers and Detectives of the Barstow Police Department served the search warrant at the residence. Prior to serving the warrant, officers located Jesse Gutierrez driving westbound on West Main Street at Ash Street and conducted a traffic enforcement stop on his vehicle. A search of the vehicle revealed a loaded handgun in the front center console area. The investigation revealed Gutierrez to be a convicted felon and he was placed under arrest.
The officers located two female passengers in the vehicle who were identified as Mitzi Victory (Frazier) and Carlene Mace. Both Victory and Mace had active arrest warrants and were taken into custody. A further search of Victory revealed that she was in possession of a controlled substance, Methamphetamine.
Theresa Morales was also located on West Main Street a short distance from the traffic stop of Gutierrez and she was with a male subject identified as Travis Palubicki. A search of Morales revealed several baggies of methamphetamine and cocaine in her possession. Palubicki was found to be on PRCS probation and a search of his person revealed that he was also in possession of methamphetamine. Both Morales and Palubicki were placed under arrest.
Detectives and officers then searched the residence of Jesse Gutierrez and Theresa Morales and located additional evidence indicating drug sales. While at the residence officers also contacted Sarah Gonzalez (age 20) and learned that she had an active arrest warrant. Gonzalez was taken into custody.
Jesse Gutierrez was booked at the San Bernardino County Sheriff’s Department Barstow Jail for PC 29800(a) (1) - Felon in Possession of a Firearm, H&S 11378-Posession of a Controlled Substance for Sales, and H&S 11366- Maintaining a Place for Trafficking in Controlled Substances.
Theresa Morales was booked at the San Bernardino County Sheriff’s Department Barstow Jail for H&S 11378-Posession of a Controlled Substance for Sales and H&S 11366- Maintaining a Place for Trafficking in Controlled Substances.
Mitzi Victory (Frazier) was booked at the Barstow Police Department for H&S 11377(a)- Possession of a Controlled Substance and for H&S 11364-Possession of Drug Paraphernalia (warrant).
Carlene Mace was booked at the San Bernardino County Sheriff’s Department Barstow Jail for PC 602.5-Tresspassing (warrant).
Travis Palubicki was booked at the San Bernardino County Sheriff’s Department Barstow Jail for H&S 11377(a) - Possession of a Controlled Substance and for PC 3455- Probation Violation.
Sarah Gonzalez was booked at the San Bernardino County Sheriff’s Department Barstow Jail for H&S 11364-Possession of Drug Paraphernalia (warrant).
