JULIO CESAER VACA DOB: 05/19/1993 (Verified)
On Sunday, 12/21/14 at approximately 2:40 p.m. the Barstow Police Department Dispatch Center received a call from a resident of an apartment complex in the 300 block of E. Fredricks Street in reference to a female resident in an upstairs apartment yelling for help and for someone to get off of her.
Officers arrived on scene and could hear a male and female inside of an upstairs apartment arguing. The officers knocked several times on the door of the apartment and announced their presence, although no one would open the door. A female yelled to the officers that the male subject would not allow her to answer the door. After several additional attempts to make contact at the residence, the officers believed the female may be in danger and they forced entry into the apartment.
Officers made contact with the female victim and a male subject identified as Julio Vaca. Officers also found two small children inside the residence. The officers learned that the subjects were involved in an argument and during the disturbance the female victim attempted to leave the residence on several occasions, although Vaca would not allow her to leave. At one point Vaca used his forearm to pin the female victim against a wall inside the residence. During that point of the altercation the female victim bit Vaca in an attempt to get away, but he again blocked her exit and she was unable to leave the residence or call for help.
Officers arrested Vaca for PC 236 – False Imprisonment. He was later booked at the San Bernardino County Sheriff’s Jail in Barstow for the listed charge.
