On October 8, 2015, at approximately 10:24 A.M., Barstow Police Dispatch Center received a 9-1-1 call of a traffic collision that had just occurred on the First Street Bridge.

Several Barstow Police Officers responded to the scene and found that the collision was between a vehicle and a motorcyclist. Officers also observed the vehicle involved in the collision was on fire in the middle of the bridge. Corporal Frank Benitez located the driver of the vehicle and identified him as Andrew Jones. Jones sustained minor injuries as a result of the collision.

Several citizens who were on scene directed Officer Monty Franklin to the driver of the motorcycle. The driver was not breathing and Officer Monty Franklin and Officer Nathaniel Arias immediately began Cardiopulmonary Resuscitation (CPR) until paramedics arrived.

Barstow Fire Protection District arrived on scene and provided medical aid to the driver of the motorcycle while a second crew extinguished the fire to the vehicle. Paramedics transported the motorcyclist to Barstow Community Hospital where he succumbed to his injuries and was pronounced deceased.

Officers on scene interviewed Andrew Jones and observed signs of alcohol intoxication. Further investigation revealed Jones was under the influence of an alcoholic beverage at the time of the collision. Jones was placed under arrest at the Barstow Police Department.
