On September 12, 2016, at approximately 7:45 P.M., Barstow Police Officers and Detectives began an investigation in to an attempt kidnapping that occurred at the Sportspark in the 2800 Block of Mayor Katy Parkway. The victim, a 9-year-old child, reported that a black male adult attempted to take her from the park against her will. The victim reported that the male approached her, grabbed her and began pulling her. The victim began to scream for help. An unknown teenage girl intervened in the incident and told the suspect to let the victim go. The victim was able to kick the suspect, get free from his grasp, and run away. The suspect then fled west through the park and out of sight.
On September 15, 2016, at approximately 9:37 A.M., a secretary from Henderson School called the Barstow Police Department and reported seeing a male adult who fit the suspect’s description loitering on the school campus. The secretary alerted other school employees about the possible suspect being on the campus. The school employees continued watching the possible suspect and saw him leave the campus and hide in some bushes near the school. Barstow Police Officers responded to the school and located the male adult hiding in the bushes near the school. The male was identified as Richard Perkins III.
The mother of the 9-year-old victim was notified and she and the victim came to the area where the officers were located at the school and an in-field show-up was conducted. The victim positively identified Richard Perkins III as the same man who tried to kidnap her from the Sports Park. Perkins III was transported to the Barstow Police Department where he was interviewed.
Perkins III was then booked at the High Desert Detention Center in Adelanto, CA. for PC 207(a)- Kidnapping.
