SUMMARY: 

On May 9, 2017, at approximately 5:14 A.M., officers were dispatched to the 100 Block of North First Avenue in Barstow regarding a male in possession of a firearm.  The caller reported that a male, who they identified as Cody Vancamp, was walking towards “Hooz on First” carrying a backpack that contained guns. The caller described Vancamp as a White male adult wearing a dark baseball cap and a tan colored shirt. A criminal check of Vancamp by dispatch revealed that he had an outstanding warrant for his arrest for parole violation. 

Officers arrived in the area at approximately 5:15 A.M., and began searching for Vancamp. A male matching the clothing description given was located on a hill behind a residence in the 300 Block of North First Street. Officers contacted the male, who was positively identified as Vancamp, and ordered him to come down the hill and meet with them. Vancamp refused to comply with the order and fled from the officers. Vancamp ran into a large makeshift tent enclosure that was located on the north side of the residence. Officers surrounded the enclosure and ordered the occupants out. While the occupants were exiting, officers observed a loaded .22 caliber rifle lying on the ground in the area near the enclosure where Vancamp had run from. The weapon was retrieved and made safe.

Several subjects came out of the enclosure including Vancamp. Officers detained Vancamp and interviewed the other occupants. The subjects told officers that when Vancamp ran into the enclosure he quickly began emptying items out of his pockets, which included several .22 caliber rounds of ammunition. The ammunition found was the same brand and caliber as the ammunition found loaded in the rifle.  
 
Officers placed Vancamp under arrest at the scene and transported him to the Barstow Police Department. Further investigation revealed that Vancamp is a convicted felon and prohibited from possessing weapons and ammunition.

Vancamp was subsequently booked at the San Bernardino County Jail in Barstow for Penal Code 29800(a) - Felon in Possession of a Firearm, Penal Code 30305 (a) (1)-Felon in Possession of Ammunition and Penal Code 3056- Parole Violation.
