SUMMARY:

On December 4, 2017, at approximately 6:00 P.M., Barstow Police Dispatch Center received a call for service reference a disturbance in the area of the 600 block of Nancy Street.  The caller reported the person causing the disturbance had a handgun and was driving a Chevy Suburban that had black and yellow, “Barstow Auto Sales” paper plates.

Officer Allen arrived at the incident location and learned the vehicle, with the suspect, left the area.  Officer Allen provided a description of the vehicle and a direction of travel to dispatch.

The officers identified the driver as Stewart Manago, a resident of Barstow. The officers learned that Manago currently had an outstanding felony warrant issued by California Department of Corrections State Parole for a violation of his terms and conditions. Barstow Police Officers had also been searching for Manago for additional charges as a result of a prior PC 273.5 – Domestic Violence and PC 245(a)(1) - Assault with a Deadly Weapon investigation.

As Barstow Police Officers responded to this incident, San Bernardino County Sheriff’s Department Air Unit was in the Barstow area and responded to the call as well. The air unit subsequently located the suspect’s vehicle in the area of Avenue “L” and West Main Street. The air unit monitored the vehicle and directed Barstow Police units to its location.

Officer Allen and Officer McDowell caught up to the suspect’s vehicle and initiated a traffic enforcement stop.  The driver, Manago, failed to yield and continued onto the southbound I-15 freeway at Avenue L. The officers initiated a pursuit of the vehicle and notified the California Highway Patrol.

The driver fled from the officers in a reckless manner and presented a danger to the other drivers on the roadway.

Officers pursued the vehicle to an apartment complex in the City of Victorville. The driver entered the apartment complex located in the 17000 block of Dante Street and stopped his vehicle. The driver exited the vehicle and officers confirmed that the driver was Manago. Barstow Police Officers, San Bernardino County Sheriff’s Deputies, and Officer from the California Highway Patrol took Manago into custody without incident.

Officer Allen transported Manago to the Barstow Police Department. Manago was subsequently booked at the San Bernardino County Sheriff’s Department High Desert Detention Center in Adelanto, CA for the listed charges.
