On Thursday, December 30, 2017, at approximately , the Barstow Police Department Police and Fire Dispatch Center received a 911 call from a 12-year old boy seeking assistance for his mother who was about to give birth. The child told the dispatchers that his mother was in the process of giving birth and needed help.
Dispatcher Heather Byer took the call and immediately began to provide the child with guidance. Heather was able to calm the child and provide detailed instructions of what he could do to help his mother during the childbirth process. Her partner dispatcher, Carolynn Hawkins, dispatched medical aid to the scene and assisted with providing childbirth instructions as well.
Because of these two dispatchers comforting attitudes and detailed instructions, the child was able to assist his mother and she was able to give birth to a healthy baby girl prior to paramedics arriving on scene.
On January 16, 2018, Chief Albert Ramirez recognized dispatchers Heather Byer and Carolynn Hawkins with the Barstow Police Department’s Meritorious Service Award for their teamwork and professionalism during this incident.
