SUMMARY:            

On June 10, 2014, at approximately 10:05 p.m., the Barstow Police Department Dispatch Center received a call from an Emergency Department Nurse from a hospital in the Victor Valley area reporting a possible child endangerment or neglect incident that occurred in the 1500 block of Nancy Street, in the City of Barstow.

It was reported that the victim’s uncle went to the Barstow address to visit his five year old niece on June 9, 2014 at approximately 4:30 p.m. and located her unattended, locked out of the residence, and on the sidewalk in front of the residence. The child’s uncle also observed injuries to the child’s hands and lower extremities. The child was also complaining of pain to the injured areas. The uncle and additional family members took the child to the hospital for treatment of the visible injuries the next day after the injuries appeared to be worsening. The child was treated for her injuries and it was determined that the child’s injuries were consistent with neglect and possible abuse.

The incident was being investigated by the Barstow Police Department and San Bernardino County Department of Children Services and the child remained with the uncle during that time. The victim’s mother, Cassandra Springfield, came to the Barstow Police Department on June 17, 2014 to report her child missing, even though she knew the child had been and was still with the uncle.

Barstow Police Detective Andrew Reyes, who had been assigned the investigation, spoke with the victim’s mother, Cassandra Springfield, and subsequently placed Cassandra Springfield under arrest for the listed charge. The uncle and other family members brought the victim back to Barstow and she was taken into protective custody by San Bernardino County Children and Family Services pending a hearing to establish temporary custody and care of the victim.

Cassandra Springfield was booked at the San Bernardino County Sheriff’s Department Barstow Jail for PC 273a (a) - Child Endangerment
