CONSENT CALENDAR ITEMS
Recommended Action: That the
City Council adopt Ordinance No. 849-2009, comprehensively amending the City's
Accessory Dwelling Units regulation, read by title only and waive the full
reading.
Recommended Action: Approve
the Resolution No. ______-2009, setting a date and time for a protest hearing
for delinquent Administrative Code Fines and Penalties for Monday, August 3,
2009 at 7:30 p.m. in the Council Chambers and to waive the full reading.

REQUEST
FOR STREET CLOSURE - MAIN STREET USA RUN
Recommended Action: The City
Council: 1) Adopt Resolution No.
_____-2009, making the Statement of Findings authorizing the street closure and
waive the full reading, and 2) Authorize
expenditure of the estimated costs.
BUSINESS/ACTION ITEMS
Recommended Action: Staff
recommends that the City Council increase estimated revenue and approve a
supplemental appropriation in the amount of $423,900 for the design portion of
the contract with URS as described above.
Recommended Action: The City
Council approve Resolution No. _____-2009 to initiate proceedings to levy and
collect annual assessments and ordering the City Engineer to prepare an
Engineer's Report for Landscaping Assessment District #1, Street Maintenance
Assessment District #1, Street Lighting Assessment District #1, and Flood
Control Assessment District #1, and waive the full reading.
Recommended Action: That the
Council approve and adopt Resolution No. _____-2009, approving the Engineer's
Report, and Resolution No. _____-2009, declaring the City's intention to levy
and collect annual assessments in Fiscal Year 2009-10 in connection with
Landscape Maintenance District No. 1, Street Maintenance District No. 1, and
Flood Control Maintenance District No. 1, and setting a public hearing for
August 3, 2009.
Recommended Action: Council
should again discuss the issues associated with grandfathering DIF's in light
of new information presented. If there is interest in extending the DIF
exemption until August 1, 2010, staff should be directed to amend the Ordinance
to extend the DIF exemption until August 1, 2010, for the building permits for
homes that would qualify.
Recommended Action: Council
approve the preparation of an ordinance that would change the date for the
imposition and payment of all development impact fees, from the issuance of a
building permit to the final building inspection.
Recommended Action: None.
