HEARING: UPDATE OF THE HOUSING ELEMENT OF THE CITY OF BARSTOW GENERAL PLAN
Recommended Action: 1) Adopt
Resolution No. _______, a Resolution of the City Council adopting a Negative
Declaration for the Housing Element update, and waive the full reading.2) Adopt
Resolution No. _______, a Resolution of the City Council adopting a General
Plan Amendment (PGPA-08-0683) to
update the Housing Element of the City of Barstow General Plan, and waive the
full reading.
Recommended Action: Council to
approve the first reading and introduction of Ordinance No. -2009, amending BMC 12.40.030, to
require that the imposition and payment of all development impact fees shall be
at the time of final building inspection, and waive the full reading.
PUBLIC COMMENTS: THIS IS
THE TIME AND PLACE FOR THE GENERAL PUBLIC TO ADDRESS THE CITY COUNCIL ON
MATTERS WITHIN THEIR JURISDICTION THAT ARE NOT CURRENTLY ON THE AGENDA. STATE LAW PROHIBITS THE CITY COUNCIL FROM

final acceptance of the Barstow Wading Pool Rehabilitation (Project No.
2009-03) and submit a Notice of Completion to be filed and recorded with the
San Bernardino County Recorder's Office.

Acceptance
of Annual Status Report on Receipt and Use of Development Impact Fees
Recommended Action: That
Council receives and files this report on Development Impact Fees.
9.
Implementation
of EDEN Timekeeping and Project Management Modules
Recommended Action: The
Council approve the implementation of the EDEN Online Timekeeping and Project
Management modules.
10.
WASTEWATER
RECLAMATION FACILITY PHASE 1A IMPROVEMENTS PROJECT NOTICE OF COMPLETION
Recommended Action: Staff
recommends Council approve the Notice of Completion.
BUSINESS/ACTION ITEMS
Recommended Action: Council
approve the attached Professional Services Agreement with FCS and authorize the
Mayor and City Clerk to execute and record: direct staff to proceed.
Recommended Action: That
Council introduce Ordinance No. _______ - 2009 to establish 35 miles per hour
(35 mph) as the speed limit on Higgins Road between Forane Street and Armory
Road and waive the full reading.
Recommended Action: That
Council adopt Urgency Ordinance No._____-2009-U, by title only and waive the
full reading, to take effect immediately.
