Providing Vision and Direction
In the City of Barstow, the General Plan is the overarching guide in implementation of the Development Code, which defines development regulations and establishes zoning districts, throughout the City. The General Plan was revised in February 2015 and can be viewed here.

In addition, the City completed a comprehensive zoning ordinance to be compatible with the General Plan.  This was completed in July 2015 and is available here.

Most recently, the City, in cooperation with the Southern California Association or Governments (SCAG), completed the Specific Plan for Route 66 Business Corridor and Downtown Business and Culture District.  This specific plan runs along the Main Street (Route 66) corridor from Interstate 40 to Highway 58, and is available here:

Ensuring Conformity and Compliance
Planning ensures proposed projects conform and comply with the City's development guidelines and the State's environmental and subdivision regulations. Ensuring compliance helps to preserve the environment and improve the quality of life within the City.

Planning works with other City divisions, such as Building and Safety, Fire, and Engineering, as well as other governmental agencies, to ensure new development has adequate infrastructure and services. Planning also provides zoning and land use process and regulation information to the general public, including:
