Hello, this is Mary Stapp, Finance Director for the City of Barstow. As you may be aware the Finance Department is responsible for managing the City’s financial operations in accordance with established policies and plans.
The Finance Department recommends fiscal policies to City management and implements such policies.
The Department provides fiscal support to all City departments and programs and ensures that the fiscal affairs of the City are effectively managed in accordance with the City's municipal code, policies, state, and federal statutes.
I would like to take a moment to share with you some recent activities over this past quarter.
• The audit firm of Badawi & Associates, presented an overview of the fiscal year ended June 30, 2016, Comprehensive Annual Financial Report (CAFR) for the City and the Basic Financial Statements & Independent Auditors’ Reports for the Barstow Fire Protection District on January 17, 2017 to the City Council and Fire Board. The report provides comprehensive and detailed information on the fiscal health of the City. • The Finance Department presented the FY 2016/17 Mid-Year Operating and Capital Improvement Program Budget Update to the City Council and the Fire Board on March 6, 2017. This information covers needed adjustments and other information that affect the initial, adopted budget in June 2016. • Fiscal year 2017/18-It is budget time! March is the month the Finance Department begins preparation for a new budget year, FY 2018. The Finance Department is in the preliminary stages of preparing to review account data, compile projections and work on long-term capital budget needs with department managers and directors. A budget workshop is tentatively scheduled for early June. The public will have an opportunity to listen and provide input to the Council and Fire Board concerning the upcoming fiscal City and Fire District budget.
• The Finance Department has hired a new Finance Director. After almost 20 years of service, Mary Stapp, will be retiring and handing over the helm to Patricia Rosenberg. Pat has experience in city government as a Finance Manager with the City of Victorville. She resides in Barstow and is excited to join the Finance Department Team!
