The Human Resources Department proactively develops and maintains policies and procedures that allow the City of Barstow to recruit and retain the finest employees in the high desert. Among the services the Human Resources Department offers are: Recruiting, testing, selection, training, benefits administration, employee records management, labor/management relations, workers’ compensation administration, payroll administration and assistance with obtaining Special Event insurance for City venues
