Planning
The Planning Division of the Community and Economic Development Department is charged with implementing several state laws that regulate the physical development and use of land in the city. This includes the adoption, periodic update and administration of the City's General Plan (land use policy for development in the city), and the General Plan's implementation tools: the Sign Ordinance and Zoning Ordinance (Title 19), Subdivision Ordinance (Title 18), Redevelopment Plan and the Economic Strategy.
Any project that requires the submittal of a discretionary permit (such as a conditional permit, developmental application, etc.) should meet with the Community and Economic Development Department (CEDD) prior to submittal of the application. The CEDD has regularly scheduled meetings each Thursday (excluding holidays) to meet with developers. the meetings typically include the CEDD Director, City Planner, Building Official and Engineer. The meetings are scheduled from 9:00 am to Noon upon appointment only. Anyone wishing to start a business, expand an existing business, operate a business from their home, modify their home, or develop a new building should start with the City's Planning Division to confirm zoning and entitlement requirements.
