Richard D. Rowe was appointed Interim Barstow City Manager March 1, 2008 and Barstow City Manager January 1, 2009.

Mr. Rowe has served ten California communities over a long public service career including over thirty years as City Manager in El Monte (8) years, La Palma (5) years, Chino (11) years, Needles (7) years and Barstow. He has been the chief administrative officer in these communities responsible for such services/departments as police, fire, electric, water, wastewater, community development, recreation, public works, hospital, golf course and cemetery with small and large budgets that included 100 to 450 positions and ranged from $30 to $100 million. Barstow's budget for 2010/11 includes funding for 137 full time positions and a total cost for programs and capital outlay of $41 million. Mr. Rowe began his public service career as an Anaheim Police Officer.

Besides city management, Mr. Rowe has served as a part time adjunct faculty member at Bakersfield College (3) years, Citrus College (8) years, California State University Long Beach, Graduate School of Public Policy and Administration (7) years and the University of La Verne (2) years. He has a Bachelor of Arts Degree in Political Science and a Masters Degree in Public Policy and Administration from California State University Fullerton. Mr. Rowe is a current licensed pilot. In 2007 he received a recognition award from the International City/County Management Association for over 40 years in public service.
