The City of Barstow is the lead agency under the California Environmental Quality Act (CEQA) for preparation of an Environmental Impact Report on the draft General Plan, BIG Specific Plan, Zoning Amendments, and the related CEQA Record of Proceedings. This page contains all documents available for public review.

Governor Certification for Judicial Streamlining (under Senate Bill 149)

The Barstow International Gateway Project has been certified by the Governor as an infrastructure project under Public Resources Code §§ 21189.80 to 21189.91, more commonly known as “SB 149”. The project applicant is the BNSF Railway Company. This requires the City of Barstow, as lead agency under the California Environmental Quality Act, to issue a public notice of the certification using the language below:

THE APPLICANT HAS ELECTED TO PROCEED UNDER CHAPTER 7 (COMMENCING WITH SECTION 21189.80) OF DIVISION 13 OF THE PUBLIC RESOURCES CODE, WHICH PROVIDES, AMONG OTHER THINGS, THAT ANY JUDICIAL ACTION CHALLENGING THE CERTIFICATION OF THE ENVIRONMENTAL IMPACT REPORT (EIR) OR THE APPROVAL OF THE PROJECT DESCRIBED IN THE EIR IS SUBJECT TO THE PROCEDURES SET FORTH IN SECTIONS 21189.85 AND 21189.86 OF THE PUBLIC RESOURCES CODE. A COPY OF CHAPTER 7 (COMMENCING WITH SECTION 21189.80) OF DIVISION 13 OF THE PUBLIC RESOURCES CODE IS INCLUDED BELOW.

GENERAL PLAN UPDATE, BIG PROJECT & SPECIFIC PLAN, AND ZONING AMENDMENTS

The City has released the draft versions of the General Plan, BIG Specific Plan, and Zoning Amendments for public review through the links listed below.

It should be noted that the Draft General Plan, Draft BIG Specific Plan, and Draft Zoning Amendments are both published below and as appendices to the Draft Environmental Impact Report (DEIR). They are the same documents and do not need to be downloaded twice for a complete set of information.

Comments may be made at the public hearings or in writing. The City encourages comments to be submitted electronically via email: generalplan@barstowca.org.

CEQA RECORD OF PROCEEDING

The Record of Proceedings (also called the administrative record) for the Project's CEQA effort is provided below. As an infrastructure project, the BIG Project may qualify for judicial streamlining under Public Resources Code §§ 21189.80 to 21189.91. The following Record is made available consistent with judicial streamlining requirements and is organized consistent with the 2026 California Rules of Court. How to Download and Open ZIP Files

Your computer can open ZIP files on its own—no extra software needed. Just follow the steps for your system below.

Windows

  1. Click the ZIP file link above to download it. By default it will save to your Downloads folder.
  2. Open your Downloads folder (or wherever you saved the file) and locate the ZIP file.
  3. Right-click the file and select Extract All…
  4. Choose where you'd like the files to go, then click Extract.
  5. A new folder will open containing the extracted files, ready to use.

Mac

  3. Double-click the ZIP file.
