GENERAL PLAN UPDATE, BIG PROJECT & SPECIFIC PLAN, AND ZONING AMENDMENTS

The City has released the draft versions of the General Plan, BIG Specific Plan, and Zoning Amendments for public review through the links listed below.

It should be noted that the Draft General Plan, Draft BIG Specific Plan, and Draft Zoning Amendments are both published below and as appendices to the DEIR. They are the same documents and do not need to be downloaded twice for a complete set of information.

Comments may be made at the public hearings or in writing. The City encourages comments to be submitted electronically via email: generalplan@barstowca.org. 

ENVIRONMENTAL IMPACT REPORT (EIR)

Click here for the Notice of Availability. The City released the Draft EIR (DEIR) for a public review period between November 10, 2025 and January 5, 2026. See note below on extension.

Click here for a notice extending the public comment period. The City has extended the public comment period for written comments on the DEIR by one week to 5:00 p.m., Monday, January 12, 2026.

The DEIR consists of a multiple documents, which are published as a main body of information and analysis and a substantial number of appendices. A hard copy of the main body of the DEIR can be viewed at the following locations:

1. City of Barstow, 220 East Mountain View Street, Suite A, Barstow, CA 92311 
2. Barstow Community College Library, 2700 Barstow Road, Barstow, CA 92311 
3. Barstow Branch Library, 304 E. Buena Vista St., Barstow, CA 92311

Additionally, all of the DEIR files (main body and appendices) are available to download through the links below. To facilitate the public's review and download of these documents, they are published as a series of links with each file size limited to 150 MB. The first grouping of files below (DEIR part 1 of 7) contains four links that provide access to the main body of the Draft EIR. The appendices are then presented in the next six groups of links (parts 2 through 7). Appendices are numbered based on their relevant DEIR chapter (i.e., they are not numbered sequentially).

It should also be noted that the Draft General Plan, Draft BIG Specific Plan, and Draft Zoning Amendments are both published above and as appendices to the DEIR. They are the same documents and do not need to be downloaded twice for a complete set of information.

How to Submit a Public Comment

Comments may be made at the public hearings or in writing. The City encourages comments to be submitted electronically via email: generalplan@barstowca.org. 

Comments may also be submitted by mail to the City of Barstow at the following address: City of Barstow, 220 East Mountain View Street, Suite A, Barstow, CA 92311.

Any person or agency wishing to comment on the DEIR must provide written comments between Monday, November 10, 2025 and the end of the public review period at 5:00 p.m., Monday, January 12, 2026.

Any personal information included in your comment—such as your name, home address, phone number, or email address—will be posted and visible to the public on the City's website.

You do not need to include your name to submit a public comment. We recommend leaving out any personal information you don't want shared publicly.

PUBLIC COMMENTS ON THE DRAFT EIR

The following provides a list of public comments received on the Draft EIR. The comments are posted online within five days of being received by the City of Barstow. Responses to these comments will be published in the Final EIR. If you submitted a comment and do not see it listed below, please contact the City immediately by email: generalplan@barstowca.org or call 760-255-5152.
