Barstow City Council Approved Nexus Study & Updated Master Fee Schedule
The Master Fee Schedule details fees and charges for services that are provided to our residents and customers. City fees are designed to cover the costs of providing services. All City fees are consolidated in the Master Fee Schedule to assist City Staff and the public in quickly locating the appropriate fee.

Nexus Study Approved
The approved Nexus Study evaluates the relationship between new development and the need for public facilities, infrastructure, and services. The study was prepared to ensure that development impact fees comply with California law and are reasonably related to the impacts created by future growth and development within the community.
The study reviewed various fee categories associated with growth-related infrastructure and services.
Updated Master Fee Schedule Adopted
The City Council also approved an updated Master Fee Schedule to better align City service fees with the actual cost of providing services. The updated fee schedule includes adjustments to various City fees associated with permits, applications, inspections, administrative services, and other municipal services.
The fee update reflects:
- Current operational and administrative costs
- Updated cost allocation methodologies
- Consistency and transparency in fee implementation
- Improved cost recovery for City-provided services
Many of the City’s fees had not been comprehensively updated in several years. The approved updates help ensure the City can continue providing quality services to residents, businesses, and the development community.
